From my experience it seems quite likely that in this situation you could get an upgrade for miles from C into F. Upgrading from Y into C with miles seems unlikely at this time. But I have experienced all sorts of surprises, so getting waitlisted never hurts, And ask again at check-in and at boarding.
Just checking availability for upgrades ... and right now, KVS shows one seat available in F and no sets in C as expected.
