I believe same is true of Tumi and most commonly known American companies. If it is between utility and Made in the USA I would go with utility. 99% of people out there are traveling with bags made in the far East.
I agree that the garment bag isnt optimal for casual use. I think that for that it is tough to beat Red Oxx or Tom Bihn. I love my Skytrain. I was suggesting the garment bag because someone you were responding to had mentioned traveling with suits. Sorry for any confusion.
