That is a Commission Junction url (I am a member of CJ for one of my websites) for Priceline and AIG TravelGuard. My network at work blocks CJ all the time as well.

So it would appear that IB is now an affiliate of BD. With CJ membership, I would assume Sheraton and Priceline as well.
