This may work for a "virgin" card, but if you're trying to say that one can decide "after the fact" which program one can claim for a missing dine by re-assigning the card used? I'm not so sure that's possible - in my past chats with agents for resolutions, I could swear they can see exactly when either a card# gets moved around, or (more likely) exactly when a specific card moves into/out of each program.
