I understand that some issues can't be resolved until technical barriers are worked through, but my question would be why this issue "will not" be resolved by the target integration date? It doesn't seem to involve a technical issue at all.
Did they elaborate on why they can't come to terms with a decision on this part of the program? I'm glad to see the word "broken" used in reference to it.
