My guess is that people tend to vote for their own program, and Marriott did a pretty good job of inundating its customers with mail asking them to vote in the Freddies. More members=more votes.
To me, the Freddies mean as much to me as an anonymous AOL poll of 5-year olds asking them to vote for their favorite Central American dictators. There's a reason I stay with Starwood, and it's not because of Sir Fred.
