Witopia offers a very reasonably priced PersonalVPN service, which includes access via OpenVPN (or PPTP)

EDIT: Their pricing just changed--$40/yr just PPTP, $60/yr OpenVPN, $70/yr both
But...they've added some features to their OpenVPN service (UK servers, more US servers, ability to choose servers, higher encryption)
