I specifically asked about this and was told that there is no 1% fee from VISA, not even built into the exchange rate. In any case, a 1% fee is very difficult to detect, except in the case of fixed exchanged rates such as the Hong Kong Dollar, or other currencies rigidly pegged to the US dollar. So we'll just have to wait until someone uses the CS card for one of these currencies.
