The oil price around this time was $35-40 per barrel, the current oil price is $50 per barrel. Accounting for inflation, this is not such a big difference. The USD-EUR exchange rate was roughly the same, so no impact from the exchange rate.
Can someone plot the development of the oil price in EUR against the development of the fuel surcharge in EUR over the last 5 years? Would be interesting.
