From my own experience, I'd first search (e.g. if it was for Eurail) to see if the issue had been discussed previously. In that case, old discussion could still be in the 'Europe' forum (before the new fora for Germany, Italy etc).
You might find it is in TravelBuzz if it is a question not as tied into a geographic area.
If you are seeking to organise specific, dispersed info on a particular program, you could ask for a forum. I wouldn't expect TB to approve new forums unless there is great TB support and a need demonstrated, plus a lot of FTers supporting it, plus some persuasive arguments to get it across the objectors/objections.
If it's something you think would interest a few FTers, you could start a thread that indexes the information, so that it is effectively a 'master thread' for that topic.
I did this after (unsuccessfully) asking for TB to implement a Duty Free forum.
If there is enough activity on that thread and there are great reasons and lots of support for a forum, you then have something to back up the argument that there is both a need and a benefit.
Without specifics, all this remains theoretical.
