Common Law aside, I think you can hold someone to honor their advertised prices. There's got to be some sort of consumer protection law covering this. I also believe that this matter falls under the jurisdiction of the State of California, at least for California residents who made the reservation. Thai Airways International is registered with the California Secretary of State.

Now, I'm not rabid about this but I am going to push it a little, as a learning experience for me.

Edited to add that I'm going to try to find one advantage to my state's anti-business climate.
