How Much Did Airlines Collect in Baggage Fees in Q3 2015?

According to a U.S. Department of Transportation (DOT) report released this week, U.S. airlines collected approximately $1 billion in baggage fees in 2015’s third quarter. The amount – an official $1,019,000 – is $59 million more than what was collected by domestic carriers this time last year.

In a statement, American Association of Airport Executives President Todd Hauptli said, “While the airlines have filled their stockings with more than $1 billion in quarterly bag fee revenues, they continue to play the Grinch when it comes to airport local self-help to build better facilities for the traveling public.”

Hang on, how does "an official $1,019,000" work out as "approximately $1 billion"? Or is the official figure what's left over, after the £999m was shunted to an overseas tax haven? :)
