Heathrow Sweetens Bid for New Runway With Expansion of Noise Control Program

As part of campaign to earn a new runway, London Heathrow Airport could expand its noise control program at a cost of over $1 billion.

In an attempt to earn community support, London Heathrow Airport (LHR) is offering to expand its noise control program for residents living near the British hub. In a press release, LHR announced a plan to increase the number of homes qualifying for free improvements if the airport earns a third runway.

Currently, more than 40,000 properties near the airport are eligible for home improvements to reduce the discomfort from aircraft noise. The program includes free attic insulation and a choice of either a discount on replacement windows or free glazing on existing windows. If LHR is chosen to receive a new runway, the airport claims it would extend program eligibility to over 160,000 homes at an expected cost of over $1 billion.

“We designed the new approach to expanding Heathrow to minimize noise to local residents, but we also need to mitigate the impact on those who are still affected,” said John Holland-Kaye, chief executive of LHR. “[The announcement] is based on the feedback we have received from local residents over the last few months; it will reduce the impact of noise, and treat local people fairly.”

Not everybody is a fan of the new plan. In a post on their website, local group Heathrow Association for the Control of Aircraft Noise said that although the program expansion is generous, the plan illustrates the airport’s eagerness to win the third runway. The Guardian reports that rival airport London Gatwick Airport (LGW) recently released a poll showing that more London citizens favor expansion at the Sussex airport instead of LHR.

Before the plan moves forward, LHR must receive approval from the U.K. Civil Aviation Authority. The U.K. Airports Commission will soon begin deliberating options for runway expansion in London, with a final recommendation expected in the summer.
