Vaping is the SMOKING of electronic cigarettes. E-cigarettes are those which smoke comes from burning (from a battery-induced spark) vapors from a nicotine-infused flavored liquid rather than from burning tobacco. In Puerto Rico (and in a growing number of places) e-cigarettes have the same prohibitions as tobacco smoking, but it seems (correct me if I'm wrong) US Government still doesn't classify them as tobacco for not allowing them (maybe the airlines do prohibit them, but it's not as straightforward as with tobacco products).
