Delta Applying up to $1K Surcharge for Business Class USA/South Korea Flights

Delta Air Lines will begin applying surcharges as high as $1,000 for return tickets held by passengers traveling between the United States and South Korea aboard Airbus A350 business class seats. Delta revealed the “Delta One levy” policy in a company memo to South Korean travel agents.

The memo went on to say that Airbus A350 flights between the carrier’s hub at Hartsfield-Jackson Atlanta International Airport (ATL) and Seoul will commence March 24, 2018.

I'm not opposed to DL charging more for the seats. What I /do/ have a problem with is this being classified as a "fee" since that both acts as a tax dodge on airfare taxes /and/ likely gets them out of giving RDM.
