Can't pre-select seats

Tried to buy seat selection today on an upcoming flight YYC-YHZ. Got a message saying "itinerary doesn't qualify for online changes".

Anyone have any idea why?

Was it booked through a consolidator or other sales avenue other than with WJ directly?

Nope - directly with Westjet on the phone.

I see this problem when I book with a discount code.

I did book using the $99.00 companion voucher. I guess that could be it, but it seems a bit of a lost revenue opportunity for Westjet.

WestJet's IT is one of the poorest out there (though it is getting better). You can always call for seat selection.
