This is not a new situation for guests of west jet or wanna be guests who can't complete their reservation. Its been going on since the summer, seems to be a combination of poor staffing levels, and it issues. I tried to book a flight YYZ-YUL and YYZ-LGA end of summer and the same thing happened to me. It took so long the fare timed out. I called and an hour later (60 munite wait) they said there was nothing they could do, while agreeing that their issues had cost me the fare. They offered to book me at a higher fare that was 50 less than AC, so I told them to stuff it. In a nice way I put the ball in their court, with " your systems are broken, and I have to pay for it" Thats a bit unfair." So I got the usual were sorry, theres really nothing I can do. It was all very polite, but I have not bothered with WS since.
