Don't see any delays posted for DCA, but this is listed for IAD:

General Departure Delays: Due to EQ:FAA, traffic is experiencing Gate Hold and Taxi delays between 1 hour and 1 minute and 1 hour and 15 minutes in length and increasing.

My guess would be to make it clearer to people looking at http://www.fly.faa.gov/flyfaa/usmap.jsp since in that context, it's not clear what ZDC is, whereas on http://www.fly.faa.gov/ois/ it's more clear.

Flight cancelled iad -san after sitting on tarmac for about 3 hrs. Airport staff are all working hard to rebook people but options were dwindling fast. Most people are surprising calm in the D gates area when I left there around 945p. Long lines in terminal, almost none at the united ticket counters and it was fully staffed with almost every computer terminal manned.

So they're back in-business as of a little before 10pm EDT.
Given the number of inbound flights that cancelled at their origination point + the number of departures from DCA/IAD/BWI because of crew timeouts, etc..... tomorrow morning won't be pretty.
