From an article today about this move, an interest comment which says a bit about QF's rationale for fuel surcharges:
"Qantas allows travel agents to charge commissions on the base price of a ticket but not the fuel surcharge component. And it was only in late 2013 that it allowed passengers to pay for the surcharge using frequent-flyer points."
