You would earn a 100% bonus for the promotion and a separate 75% bonus for your status. They're both calculated independently based on the BIS mileage, and one does not affect the other. It's the same as if you were flying in Paid First or Envoy, the Class of Service bonus doesn't factor into what your preferred bonus is based on.

What about people who live outside the USA who cant apply for a US Airways card? No DPQM bonus possible?

Looks like they are now making it clear that partner travel doesn't count. The terms and conditions now read:
Registration is required. You must purchase a ticket on usairways.com September 17 – October 31, 2012 for travel September 17 – December 31, 2012. Travel must be on US Airways or US Airways Express operated flights. Award travel and travel with our airline partners does not qualify. Use a valid MasterCard card to get double miles or use a valid US Airways Dividend Miles MasterCard card to get double Preferred-qualifying miles on flight activity. US Airways will award miles 6 – 8 weeks after travel has been completed. All Dividend Miles terms and conditions apply. MasterCard and the MasterCard Brand Mark are registered trademarks of MasterCard International Incorporated.

Use a valid MasterCard card to get double miles or use a valid US Airways Dividend Miles MasterCard card to get double Preferred-qualifying miles on flight activity.
So does this mean that if you use your US Air DM MC to book a R/T flight that is 5k miles you would be awarded the following:
5k Regular dividend miles
5k PQM
5k PQM(as the bonus)
Can you also get another 5K of regular dividend miles since your US AIR MC is a mastercard??

I encourage everyone to follow up via email with US Air to ensure that you are registered. I registered last night and sent an email this afternoon. They indicated that I was not registered (I even sent a screen shot) but said that it can take 24 hours to show up in the system.

With regards to using someone else's MasterCard and still getting double EQMs, the desk responded:
I guess that's a go ahead for me to cancel the res I booked yesterday night on my AmEx and have it reticketed with a US Airways MasterCard card that isn't associated with my account.
Makes sense seeing as EQMs are associated with BIS miles and not dollar amounts, so I'm assuming all they need to know is that your form of payment was a US Airways MasterCard card and everyone on the PNR gets treated to Double EQMs.

I'm pleased, but still somewhat skeptical. Knowing that the Class of Service (COS) bonus is a separate line item on my DM statement, I find it difficult to believe that they would double the COS bonus as PQMs. Simply too good to be true But hey, this is US, and dreams do come true
