Gate Agents enforcing carry-on rules at CLT

I think my problem was that it appeared to be the selective enforcement of the rule by the GA. She first tried to enforce the rule with a guy in front of me whose bag was clearly going to fit (which it did). Then she picked me and I quickly engineered my bag to fit but it seemed to me as I was taking my two items out of my luggage that she stopped her enforcement. After I boarded, I observed others boarding with luggage larger than mine so I assume she never went back to checking.
