Rumor is that they will close the curtains if the majority in GF will pay the new "close the curtains fee" to be unveiled on Feb. 1. The amount of the fee is still to be determined. Right now, UA is too overwhelmed with trying to figure out how to have persons board the planes that they simply cannot deal with the "curtains" policy.

Will the fee be discounted or waived for GS and 1K?

They should add two FA's to each flight, one hiding in the F and J galleys armed with a cattle prod. When someone from Y sneaks into J, or from J to F, they jump out, yell "who goes there!" and hits them with the cattle prod while everyone seated in the respective premium cabin applauds. No need for IFE or that expensive wifi stuff.
Better than mere curtains.

UA would do well to get the OZ curtains, which are heavy and fully opaque, discouraging movement between cabins
Would be illegal, FAA requires that you be able to see through the curtains. After 9/11 no curtains were allowed for a period of time until they allowed an exception for the current mesh curtains (which I feel are pretty much worse than no curtain at all).

So that only applies to US-based carriers and not OUS carriers that fly into the USA?

Yes, that's correct. Much as how the post-security screening for liquids at foreign airports on flights departing to the US is only required of US-based airlines.
What can I say...security theater at its finest. See this old thread here on the subject: VOTE: Curtains or No Curtains?

No, that is not true. Every flight I've had leaving South America in past decade (most of which were not on UA or a US carrier) had a gate check for liquids.
