When I first got the card, I want to say they linked my accounts automatically but it has been a while so don't quote me on that. I would just start by calling Chase. Since they have dedicated reps for the PP card you will likely get faster and more accurate service than calling Avis.

Just received my "Welcome" kit to Avis First in the mail yesterday. Just checked my Avis account online and it shows me as an Avis First member now.
I have the Chase United Club Card , but don't rent cars more than 2 or 3 times per year, so this is not a deal-breaker for me w/ the Club Card. I enjoy so many other perks, that the Avis membership was not a big deal.
What I do like, though, is that with Avis First I can still get an upgrade when available, and I can still walk directly to my car with no waiting at the rental counter. Those were the only two perks I really cared about anyway.
