Edit: looks like United changed their mind on this a few days later and has slightly weakened the waiver -- now you can rebook with no fare difference or change fee only until 2 Apr 2018.

Update: 30-Sept-17: Picked up change in travel period through 02-Apr-18 and includes rebooking by 31-Oct-17 for Leeward Islands.

The waiver for PLS, STT, SXM is astonishing in its breadth. ANY FLIGHT booked thru 2 Apr 2018 can be rebooked with no fare fare difference or change fee until end of schedule (27 Sep 2018). Things must be really bad in STT.
Edit: looks like United changed their mind on this a few days later and has slightly weakened the waiver -- now you can rebook with no fare difference or change fee only until 2 Apr 2018.

That being said, since I captured it, anyone affected could still try to use that screen capture to cite that change to request a change in flights through September 27, 2018 as their basis.
