Problem sounds like the SQ excuse. We're having an problem with SQ awards and than we soon find out they've been pulled.
Not always but we're talking about such an slim % that's un-describable.
IAH-PEK barely even has 1 PAX in F that day if lucky. I have no reason to see why they would do T-72 hours.

Tried booking FUK-SHA on UA online for one of the 2 daily nonstop CA flights. No luck. The UA awards were all on ANA or Asiana taking circuitous routes. Called the 1K desk and the agent booked the nonstop ticket straight away. No problem.

Problems finding Air China award seats on UA.com
No any seat available, economy, business, and first, any day and flight what so ever, looks they tried to exit Star Alliance?

the vaunted star alliance network continues its fantastic track record here. the maze of blocked availability is becoming truly egregious.

UA's booking engine is broken. Just tried to search PEK-SZX award and got this message on UA: "No flight schedule could be retrieved using your search criteria. Please use the form below to start a new search." Searching the same on Air Canada Aeroplan results in 8 flights everyday.

New or old site?
I just used the old site to find a TG flight in First Class that I have been waiting to open up. Called the (fake) 1K desk, they confirmed availability and changed my existing reservation to get the seat in First.

Both new and old sites are broken for CA awards.
New site: "No flight schedule could be retrieved using your search criteria. Please use the form below to start a new search."
Old site: "United does not offer service between Beijing, CN (PEK - Capital) and Shenzhen, CN (SZX). Please modify your search criteria. > See the timetable for our complete flight schedule."
As OP mentioned, even the phone reps could not see any CA availability.
