How to book a refundable ticket on UA
Does United have a table of fare codes on its site that you can see their hierarchy, and determine their refundability?
Can we trust the Flexible and Unrestricted are always refundable as that little window indicates so?
On 2 occasions I chose a flexible fare but the fare rules one said it is an H fare and the other said it is a Q fare. The H2UPY3 is in Fare Rules with Fare Class H, but on the flight display page it shows A fare. So it is an H or an A? Is A fully refundable?
On this example, the fare rules page show the following
City Pairs Fare Class Fare Basis Code
SFO - LAX Q Q2UP7Y3
Yet the flight display page gives the Fare Class as Z.
So it is a Q or a Z? Why they are different on the flight display page from the actual fare rules page?

Your best bet to verify things is to read the fare rules that are available just before you start the payment process. HUP, QUP, and many V fares are refundable (just booked some of these) and they often book into A class or Z class.

My quick scan on Fare Rules is to search the $ figure mentioned in the Fare Rules - if there is none, I assume the fare is FULLY Refundable without fee.
Otherwise the Fare Rules are a hard read...
I booked a V fare IND-ORD before and indeed it was refundable.

OK Guys, help me out here.
I try to change an existing fully refundable ticket to a different city pair.
When I search the new city pair independently I can find a fully refundable flexible fare with a price lower than my existing ticket. It is a Q fare booked into Z.
However when I use the Change Flight function to change my existing ticket, using flexible option, it would NOT pull up the same fare. It only gives me a H fare booked into A.
When I use the option of Fare Code in the Change Flight function, using the Q and hope the system would pick up the Q fare - the system gives me an error.
The Q fare is about $100 cheaper than the H fare. When reading the fare rules, they are both fully refundable without fee entailed. The Q fare comes up is QZUP7Y3, MIA-IAD $364 booked in Z. But UA wouldn't let me have it, keeps giving me an H fare that is $473 booked in A. My existing ticket value is $435, a H fare booked in A.
Does anyone have an explanation why UA system gives me an error message when I use the fare code option to change my existing ticket? Why it wouldn't give me the cheaper Q fare but insists to give me the much more expensive H fare?
EDIT:
It seems the system would only correctly show / allow me to book a refundable fare that is HIGHER than my existing ticket. Any Q fare that booked into Z, it would either give me an error message or it would ADD the fare to my existing ticket value, instead of subtracting from it to give a refund on the difference. It would give a refund on the difference when the default lowest fare option is used. Is this a UA system glitch, that you must call to book when you want a Q fare to replace a H fare?

I used LAX-SFO for experiment, chose Flexible fare. It has H2UPY3 booked in A, at $25 cheaper than my existing ticket. The system correctly shows a 0 on new choice, and display a $25 refund on the payment screen.
The CO website design is very sleazy in that the fare rule does not show until the payment screen and people can easily miss it. Why it requires you to input those authentication things to just view the fare rules? On top of that, when you do a flight change, the fare rules screen is BLANK in every section of the table. You would need to make a dummy reservation to pull up the detailed fare rules that you can actually read it thru. This is beyond ridiculous.

Can you simply cancel/refund your current ticket and book anew? Failing that best to call UA. I have seen cases where the web change options fail to give you flight options that are clearly available. If you have run into such a web bug then a phone agent should be able to fix it.

I keep getting the H2UPY3 fare code on each city pair I tried - MIA-IAD, + $38, TPA-IAD, +$22.5, SFO-LAS +$20, LAX-SFO. -$25 (FLL-IAD failed) I am hoping to find a city pair that I can just add a few bucks. I dont want to get back a $25 e-cert.

You'll have to call in. Far more often than not, the change ticket dialogue online has yielded me far higher airfares than if I just book a new ticket online.
So I just find the new itinerary and price I want as a virgin search, then call in and say I want to change my current ticket to that itinerary and it usually prices out right, and if not, I just site the value of my current ticket and the price of the ticket as a virgin booking on the website and they send it off somewhere to get ticketed properly.

I've been told that A and P fares are definitely the only refundable (first class) fares.
I bought the ticket, and my flight itinerary shows me in fare classes P and Z.
The full fare rules show my fares as V2UP7Y3 and Q2UP3Y3. Yet from the rule text it seems refundable. Nowhere does it quantify what the change/refund fee is, if any.

The only definite in fare rules is that they are all definitely different. It's asking for trouble to generalize without reading the rules for a specific fare (route + date).
Your fare classes are P & Z but your fare basis codes are the V2UP7Y3 and Q2UP3Y3. The fare basis codes are what matter. Based on the rule exceprt you posted it appears that your ticket could refundable (another clue is that there is no "N" in the fare code [but this also isn't a sure thing]). You did rightly notice that there may be a penalty/fee for changes which could be zero, the entire fare, or something in-between. You should read the entire set of rules looking for charges for changes (which usually also apply for refunds) and penalties. Also, make sure your read the rules for all the fare basis codes since the most restrictive apply.
What does the endorsement section of your e-ticket receipt say?
- Typically a refundable ticket will be endorsed "/-REFUNDABLE-/"
- A non-refundable ticket usually says "NONREF/0VALUAFTDPT/CHGFEE" or something similar.
The final test, however, comes when you call UA and try to get a refund. I've had agents insist that a "YUA" ticket (a/k/a the real deal full-fare Y fare basis) was non-refundable so you have to get them to actually read the rules.

Even easier: Generally a fare basis has an "N" in it, it is non-refundable. So EA7QN would be non-refundable while EA0QY would be refundable. You need to be careful with international fares as some are refundable but there is a fee to refund. In those cases there is no "N" in the code, and you must read the fare rules to determine if there is a fee to refund.
