No Changes Allowed

Although I have read this forum for years, this is the first time that I have posted.

I have been a frequent flyer with United ever since my frequent flyer miles were transferred from PanAm. Until now, except for the odd minor hiccup, I have been very happy flying with United.

When I buy a United ticket, it is always international (return journey UK to USA)with a mileage upgrade to business class. Typically, I fly with United 2 or 3 times a year. I always make my reservations by telephone.

Quite often, I have to change my flights and, when I purchase a ticket, I always make it clear to the reservations agent that the ticket needs to be changeable. Typically, the tickets are non-refundable but it has always been the case that, if I cancel a reservation, I can carry a credit against future ticketing for a period of one year.

I recently wanted to change a reservation I made in November 2011 but I am informed by United that the international portions of my flight cannot be changed (FULL STOP) and I cannot cancel so as to get a credit against another flight.

The e-ticket receipt carries the following endorsement:

NONREF-FL-CHG RESTRICTED
CHECK FARE NOTE
NONREF-0VALUAFTDPT-CHGFEE

However, one United reservations agent I have spoken to tells me that the endorsement is practically meaningless and it is Fare Basis that matters (in this case: WKXNCGBW).

As a reasonable man who is not trained as a ticketing reservations agent, how on earth I am supposed interpret a Fare Basis code (especially when even the agents seem to have difficulty).

I feel that I have been mis-sold the ticket. However, the United agents tell me it is a case of caveat emptor (buyer beware) and that I should have made sure that I asked the agent when I purchased the ticket (and I am sure that I did).

Is there any way I can get this matter addressed by United?

What regulatory body can I complain to?

Is it worth going to the UK County Court to get redress (which I am very inclined to do as a matter of principle)?

You just got a bad agent.

That fare basis allows for a change with fee of 120 GBP.

Alternatively, you may cancel it, and apply the full value, minus 120 GBP, to a new ticket for travel within a year.

I looked up the rules on ExpertFlyer for WKXNCGBW.

I have so far spoken to two agents and one supervisor (and I have spent 2 hours on the telephone mostly on hold) and all three agents told me that the international portions of my ticket cannot be changed!

But you should still be able to cancel the ticket and get your money back ( - GBP 120) and apply that money toward the flight you actually need.

Bizarre. If you speak to one again, I would ask them why that is the case, given that the fare rules allow for changes with a 120 GBP fee. (Is it possible they think you are requesting a change for free, i.e. without any "change fee"? I'd lead off the conversation saying "I have a previous itinerary booked with a fare that allows for changes with a 120 GBP fee, and I need to go ahead and make some changes.")

And if they come up with something credible as to why that won't work (tho I cannot imagine what that might be), it does still seem that you can cancel, and use full value - 120 GBP to book a new ticket, which would amount to the same thing.

Can you share some more specific routing and date (old and desired new) information with us? I did see some blackout dates on that fare, IIRC, so if your new dates fell into that, maybe that could block a change? (and thus you might have to go the cancel & rebook route)

The system will not allow me to change the ticket online.

I told the two agents and the supervisor that I expected to pay a change fee.

The two agents and the supervisor all told me that if I cancel the ticket I will simply lose the money!

By the way, they are all Continental people (i.e. none are pre-merger United agents).

OP, I sense that your current reservation now has a notation, inserted by the first agent that you had talked to, with the false information that you cannot change the intl portion. The later agents might just be echoing off of it without actually checking into thel rules themselves. I would either call back, request to directly speak to a supervisor, and refer to the fare rules that someone generously took the time to post in this thread, or email UA and ask them to review your PNR. +1 - Rule 1 when you get a bad answer is to politely end the call with a thanks. It lessens the chances that the CSR notes your record.

I purchased the ticket on 9th November 2011.

I always try to be polite to reservation agents and other officials (even if I don't like what they say to me).

My original routing was:

06-Jun-12 LHR to IAD
Stopover
08-Jun-12 IAD to LAS

20-Jun-12 LAS to IAD to LHR

Because an upgrade seat became available (now gone) and so that I could visit a friend in Los Angeles, I wanted change the outward leg to LHR-LAX on 04-Jun-12 (with a separate one-way car rental to Las Vegas).

I didn’t realise that you could check the fare rules on ExpertFlyer.

I have entered the relevant information on ExpertFlyer (including the date of purchase) and the information seems to repeat what flyer215 was kind enough to post.

The agents are technically right. You can't change your outbound ticket and just pay the fee. Changing the outbound flight means that you have to start from scratch and reprice a new itinerary plus pay any fees--including change and fare differences.

What you need to tell the agent is that you need to cancel this ticket and apply the remaining value to a new ticket. You can't just change the first leg, keep everything else the same and pay the change fee. The ticket needs to be completely cancelled and repriced if you are changing your outbound flight. This could result in a greater price if the fare class for the lowest fare is no longer available or the fare or taxes have since increased (which they most likely have).

You should price out your new itinerary and see what the difference would be and see if it is worth it to you to get a new ticket.

This statement makes your entire dialogue with UA agents irrelevant. When you plan to change the outbound flight, you essentially need to EXCHANGE your current ticket for a completely new one, with a change fee. It is not a CHANGE based on fare rule terminology.

The first agent might have looked under CHANGES and misinterpreted

A. CHANGE MADE TO OTHER THAN THE FIRST TICKETED FLIGHT...

to mean "no changes can be made to the first ticketed flight," which is not the case.

Without going into any more needless detail, you have been given wrong information by the first UA agent, and the others had just followed along. What you are doing constitutes a ticket EXCHANGE, and there is nothing in the rules that says you cannot do that. In fact, I dare say that no published UA fare prevents the customer from exchanging an unused ticket for a new one.

Whatever "international fare condition" means, I don't know nor care. It's gibberish.

Thank you all very much for your responses and help.

As matters stand, I have lost the business class upgrade seat I wanted.

If a further seat become available, I will try asking for a "cancellation" with application of the remaining value to a new ticket in "exchange" and make it clear that I am willing to bear the cost differential.

However, it remains that the two agents and supervisor told me that I could not cancel and take a credit. Which leaves me disappointed and angry for having been misled and not properly advised. In this respect, I am making a further written complaint to United.

FINAL QUESTION: Is there any problem with my giving United a link to this thread?

OP - What do you expect UA CS to do? Sit there reading posts written by people who told you that UA was correct?
