Not necessarily the case if you do not have an account. Particularly these days some bank tellers don't have direct access to notes and have to issue them out of a machine.
I have never had an issue at all. Did it recently at a branch of Natwest.

With inflation so low they are not losing money at any speedy rate, and your forex fees will probably be larger than than the loss than when you next would use them.

If you are returning to the UK within the next few years, even transiting LHR, just save them until that point.

Might you have any friends going back to the UK who could make a deposit into your UK account?
