Have been hearing scattered news stories about ships not being able to navigate the rivers in Europe because of low water conditions caused by drought. Anyone have any knowledge of this and which rivers are affected?

Just what I wanted to hear, we are on a river cruise in France starting Sunday.
We were there last year and some of the rivers were too high, but the cruise lines (if it's a river cruise you are talking about) did a great job of keeping their websites updated with information.
A news.google.com search on eurpoe river drought shows they are dredging the danube to get the barges moving (that should be fun), there was under six feet of water there.

You are right. Both the Danube and the Rhine have very low water levels, may be also other rivers. I have read this in European Magazines/Newspapers on the Internet.
Since weeks Central Europe has a "heat wave"; 85+F and no A/C. And where they have A/Cs, like in Italy, the electricity supply collapsed .. and France stopped the power delivery to Italy; they did have enough electricity to export.
We were just on the Rhine between Koblenz and Rudesheim last week on the Koln-Duesseldorfer boats and some of the ports of call were posted as not available due to water levels.

Yes, the Elbe near Dresden is also affected. Last year the flood was in Dresden (and other parts in Eastern Germany) and destroyed everything. This year there's water deficiency in the rivers and on the fields destroying the harvest. Prices for fruits already have gone up.
