Get off the beaten (European) path and backup to places that are affordable enough to have a great time! I think South America, with it's late night culture in places like Argentina and Brazil is an amazing place. I also think SouthEast Asia is a given.

To me, the question is less about where to go and more about how long to go? Under 25, if you've got the willingness and the ability to pull it off as far as finances go, get out of the mindset of the two week vacation and really travel!

I thought Montreal kind of sucked honestly . Not the most friendly nightlife people.

I have been to tokyo awesome and i have been to seoul where it seems the foreigner is pretty much ingnored so how can you list both of them on the same level?
People tell me there is something in the back of the korean girl's head that says she should not be with a foreigner.

I lived in Montreal for many years, so I was only half-joking. Mid-sized towns in Québec can be full of surprises.

Jakarta gets good marks in the nightlife category. In other words, if a nightclub called "Illigals" (not a spelling error) isn't tempting enough...
