Why would it not be?

Read the customs forms carefully, and answer truthfully.

Yes, just be aware that if it is not a non-stop, your luggage may sit out on a hot tarmac (or unairconditioned area) for long amounts of time during your connection and the chocolate may melt.

Longer answer - When filling out the customs form answer YES to the question about whether you have food in your bags.

Declare and obey.. and shall be safe.. agreed..

Only thing is when Customs is sifting through the baggage, and finds a newly wrapped box of chocolates.. the box may mysteriously dissappear..

Yeah, the only real concern is if you have a connection in a hot location. The aircraft luggage compartment itself tends to be cool in flight.

Should be ok with declaration.

In an airport like PHX, it doesn't even have to be a long period of time. A good 30 minutes on the tarmac or in the cargo would be enough time to render the chocolates into a different form than originally purchased.

Yes, brought lots of chocolate from Brussels and Paris before, never encountered a problem with checking candy/candy bars/chocolate boxes.

No, not ok.

Baggage handlers or TSA, not sure which, may steal them to eat. I've heard of many thefts, including clothes still in the wrapper, prescription drugs, etc.

Absolutely, sticky fingers love chocolate.

As a show of gratitude, the liberators will show you some magic, by turning your chocolate into a nice TSA pamphlet. :D
