It was/is supposedly part of their spam prevention. Frequently you can't set up, or check/send e-mails if you're not on a "home" network. Fairly pointless really, and it is really quite easy to work around.

If you google "Roadrunner not working off network" or "Road runner email only works at home" you'll find some more.

A lot of ISPs do this - but the workaround is to authenticate to the mail server, and it'll work from anywhere.

Email doesn't work if you do not talk to the other mail servers.

No, reject clients claiming to be customers but not from their IPs.

Ah, that makes sense, but has nothing to do with mail server interaction.

Gmail and Google Apps allow for IMAP connections. Microsoft's web-mail clients (outlook.com, live.com, office365.com) didn't allow for IMAP for a long time--until about last year.
