You can see the Burj Khalifa from anywhere in Dubai (even from the tarmac).
A 4 hour layover is enough for a short city tour (or at least a stop at the Park Hyatt for a nice lunch/dinner by the creek if you want to play it safe).

Love that place. I've been twice, want to go again when I visit in a couple of months. They've raised the ticket prices for sunset but it's still worth seeing it by day and then by night IMO.
