Correct. Seemed funny to me to entirely block the sidewalk by installing an overly-large phone booth.
Fun to watch when there are lots of people on the sidewalk, walking both directions. Sometimes the vehicles park quite a bit closer to the edge as well, making it even more tight.
I snapped the pic on one of my first Thailand visits. Now that I have been there soo many times, I doubt I would even notice it now.

This photo was taken while on a road trip with some friends in the early 2000's. We pulled into a strip mall to look at a map. Being ignorant middle class country white guys we thought it was funny to see two barbershops next to each other. One of my friends opened the sliding door on our van and took this photo.
About 30 sec later a guy came out and asked us in an angry tone if we were the police. We were pretty confused and answered no. He said he wanted the film from the camera. My friend explained that it was a digital camera and there was no film. The guy then said he was going to take the camera and started yelling stuff like "Where do you think you are? You in the hood mofos." The guy yelled to someone else standing by the shop to get others out to help. Needless to say we got out of there quickly before his backup came out.

TIT*
Lived there for years. People with power are called poo yai (VIP kinda) and they decide what goes where. No room to get around the phone booth? Squeeze between the bike and the van or walk untiul you can get to the street and then walk back. That's what we called TIT.
