Canon 10-22 is a great lens, and I love mine when I had it. But Tokina 11-16 is 2.8 and actually sharper than the Canon (though with its own quirks), while my current Sigma 8-16 is wider. Each has it's own pluses and minuses.
11-16 is a pretty narrow range. That's the big weakness of the Tokina.
The big advantage of lens in the 10-20 (or Canon 20-22) is the overlap outside the ultrawide region. That makes them good walkabout lenses for city exploring. I find I don't do much switching to my other lenses.

I disagree. I use my UWA mainly at the wide end. Even when I had the 10-22, I still find myself switching back to 'normal' zoom often. And it is a slow lens at the long end - F4.5 with no IS.
precisely my point. If you had better coverage on the long end, you would not be switching back so much to your "normal" zoom, which is probably not even much faster. IS when I'm walking about is largely unneeded.

While 22mm on a crop is okay for walkaround, f4.5 is just plain slow. IS becomes necessary at times with that 'slowness'.
I bit the bullet and ordered the Canon 10-22 lens after seriously considering the Tamron and Sigma alternatives, too many negative reviews to make me not buy the Canon.
I presently use a 40D. If I were to upgrade my body, I would go to the 7D. Here is why: lens micro adjustments.
Basically, it allows the lens to better pair with the body (it can only do so much), but it will make a difference in making sure your lens is as sharp as possible.
To me, that makes the difference.
That said, most of my travel photography is now being done with a Canon SX40HS. The versatility in a light package is very nice.
The other big weakness of the Tokina is quality control. Really wanted to love this lens. Especially since I also shoot HD for work. Just google that Tokina - many reports of bad copies and I got one. Sent it back, never looked back. Happy w/ Canon glass.
