Since spending an extended amount of time in China in 2002, I have pretty well used bottle water for all purposes whenever travelling. Whether it's driving two hours down the road to the next town, a trip to Toronto or right overseas, my first stop on arrival will usually be to a grocery store where I will pick up a 4L jug. This way I don't have to give water quality a second thought.
That being said, in a pinch, I wouldn't hesitate to use tap water to brush my teeth if I were running low on bottled, unless there was some obvious problem with it like strange odor, discolouration, etc.

I'll brush with tap unless it's particularly nasty-smelling/tasting, but I have very sensitive skin and I will buy a large bottle of water to wash my face with.

In some countries. The first place I remember doing it was in rural Philippines. Domestic no. Currently in Oxford, UK. Drink the tap water here, Europe and Japan.

My mother does, even in the US at times. In the US, she'll use bottled water when she's visiting somewhere that is not connected to a public water system, as she had a kidney transplant was told not to drink water from private water wells, as it isn't always treated and disinfected up to public drinking water standards.

I certainly do in many non-OECD countries. I even use boiled, filtered water or bottled water from supposedly reputable suppliers to wash any fruits or salads I wish to consume in places where I use bottled water when brushing my teeth. Very useful in many relatively poor countries to minimize the chances of having an upset digestive tract.

Saw this in an e-newsletter I receive.
"Some of us find ourselves in third world countries where the water supply is less than reliable. I discovered a new product from Whirlpool that filters water, is real-time, and is not only convenient, but elegant as well. For $20 you can insure than you will never be without clean water." https://www.everydropwater.com/product-details.html
Not tried it, but might be worth checking.
Cheers.
