There used to be a lounge there, maybe 8 or so years ago: at least for breakfast, don't recall any evening service. Yes, it had the view and I vaguely remember an outside area .
In those times the breakfast was a croissant/pastry basket and not much more.

I just completed a 5-night stay at this hotel and it was not bad at all. I used SPG points for all 5 nights and then used 5 SNA's for an upgrade to a senior suite (located on the 4th floor). The club is located on the 8th floor and the 8th & 9th floors are designated as SPG floors. I had to be issued another keycard to operate the elevator to the 8th floor. I only had breakfast in the club which consisted of various breads, meats, cheeses, juices, yogurts and two automated espresso machines. It was actually enough food for me to get started in the morning.
I'd advise skipping the pay for breakfast in the main lobby restaurant which is 29.95 per person. Most people staying at this hotel had free breakfast vouchers so by 9AM there were probably 50 or so people in line waiting to be seated and it remained that way for another hour. The one downside of this hotel is that in the mornings & evenings the elevators are always full due to the sheer size of the hotel so plan on waiting to get up or down. If I were paying out of pocket I would have stayed someplace a bit smaller and in a more central location, but since it was free and my days were spent sightseeing it was a great value.
Make sure to visit the crepe vendor a few doors down heading toward Porte Maillot train station. Food was fantastic and there was always a line.

Downstairs is no longer an option except if you pay 29.95 (Francs, dollars?)?
We always had breakfast around 8.00am and never encountered a line.

I believe you can always choose to take the breakfast as a plat amenity. If you don't you keep the 500 points and could take breakfast in the lounge.

At check-in we were told we could have breakfast downstairs, opposed to the lounge, for an extra 10 euros per person. We were very happy with our 7 night stay.
