Same for me today. That is, I was able to spin twice. Then when I did the same for my partner, it kept spinning but never gave the opportunity for her to win. For a diff't account, it should've worked.
ETA: Just tried again for her account. Still spins, but never gives the option to see if she won.

That's not entirely correct. The prize list is :

This is shown even when you are a non-US resident, and not actually eligible to win these prizes.

it worked for me....spun with my spg number & then with my wife's number....no problems at all....

I've tried with both Safari and Firefox and it just keeps making me Spin the Globe.
I just checked the terms and apparently The Netherlands is not including for eligible play? How do they select the eligible countries? This since France, Germany, Belgium are all INCLUDED. So why not The Netherlands and also...why not say this win you try to win. If the computer can make me spin the globe a thousand times and not show the chance to win, since my country isn't eligible. Then why not just say so?!

This seems to be blocked for Chinese users by Starwood. I can hit the main promo page but when I click on the button it gives me the error message. When I use VPN I have no problem participating.

No, you have to click the "See if you've won" button after you spin. If all you see is "Spin again," then you've already used up your chances to win for that day. You get two chances every day.
