Sufficiently enough for us to finally get a definitive answer.
As long as one is an SPG member, is registered, and pays a qualifying rate, a Participant should earn Starpoints for stays at participating Caesars properties. It would not matter what the SPG member's Total Rewards status is as far as this concerned.
So, it seems that nothing needs to be done with the Terms and Conditions; however, we still need to check on the real reason why davidw70's Caesars Palace stay did not get credited as expected. Stay tuned...

Another question for you: will the new Cromwell (formerly Bill's Gamblin' Hall) be part of this partnership? Generally speaking, how will new Caesars properties be added (or removed) in the future as the Caesars portfolio generally shifts?

I do not see how anyone could come to that conclusion from the T&Cs. Sure looks to me like any participant should be able to earn Tier Credits from SPG stays.

So after some more back and forth, it is my understanding that the Reward Credit, Tier Credit and Starwood Point benefits only apply to Platinum, Diamond or Seven Star members.
The only benefit that I see for people who have the base Total Rewards Gold tier is the opportunity to get up to 10 nights credited to your SPG account for staying at a Caesars property on a qualifying rate.

I contacted Total Rewards customer service over this issue. They responded back stating that the answer in the FAQ about Tier Credits was incorrect. A person has to have Total Rewards Platinum status or higher in order to receive Tier Credits.

Do I earn "stays" here as we'll, or is it only "nights"? Meaning, after spending 2 nights at Planet Hollywood, I would only earn the nights, but not the stays?

Just to follow-up on my own personal experience - stayed at Caesar's Palace LV in April, and 3 weeks later received my night and point credits. I was pleasantly surprised it only took 3 weeks!
All transactions showed up as the Sheraton Oman Hotel, with "CAESARS PALACE LV" as the note for it - not sure why they use Sheraton Oman as the hotel, but I'm guessing it's an IT accommodation for the partnership.
Received my night credits, no stay, and they don't count towards my lifetime night count. Points matched what was identified in the terms and conditions, without any elite bonus or 4th point.
I am SPG Plat, and only registered for a TR account a month before my stay - so there is no need to have TR status to gain points/nights, which was also one of my worries.

Not what we have been told by Starwood - though I don't doubt that this is the information you were given by Total Rewards. We may need to wait and see how non-status TR members report SPG point crediting for Caesars stays but from what the Lurkers have eked out of the Ts+Cs/Powers That Be SPG points should accrue
