Does a Star Alliance award ticket include any luggage.?

Does a Star Alliance award ticket include any luggage.?
Pondering the merits of using Krisflyer miles for an economy one way award for my sister from MAN-BRU on Brussels Airlines.
Cost is a fairly ugly 12,500 miles + S$113.50 (about GB65) vs an even more ugly GB170 to buy the ticket.
But Brussels Airlines have a variety of ticket types and I can find no information on which fare class an award ticket would map to. I am Star Gold but my sister has no status. Would I be correct in assuming that she would need to pay for luggage on an award ticket.?

Economy awards book into X and on LH-group airlines (but I believe on *A in general) they include a piece of checked luggage.
Would booking a R/T with money and ditching the return leg be cheaper? Also you might want to check booking the flight on BM stock, it might turn out cheaper; or consider FR MAN-CRL (but then traveling to Brussels proper is a pain).

For SN only tickets booked with/issued by SN are based on hand luggage only. Award tickets or tickets booked other carriers for SN flights do included checked luggage - don't worry.
If MAN-BRU is too expensive, you could consider MAN-AMS or MAN-CDG; there are fairly quick highspeed train connections to both from Bruxelles.
