Indeed, PG is far from being an LCC. They are exactly the opposite in terms of service ! It is a nice boutique airline which would be a nice regional carrier in Skyteam. And they are not too much a competitor to VN, so VN would not be "mad" IMO. But I'm not sure PG has any wish to join an alliance. The cost for this is probably just too much for them and PG seems to be happy to code-share with plenty of airlines, although they have a quite extensive agreement with AF ex-BKK.

Correct! For example, PG provides free on-board snacks; they have a type of 'business class' (even for short, domestic flights) and (though not in itself definitive), they operate from the main terminal in Kuala Lumpur (KLIA), not the Low Cost Carrier Terminal (LCCT).
Further, they already have existing codeshare agreements with SkyTeam members, KLM and Air France (go to KLM.com and look for a ticket, AMS-USM: you'll end up on a BKK-USM or SIN-USM PG flight with a KL number; similarly for 'KLM' tickets to HKT).
Also, PG are currently (or, at least, have recently been) a "Flying Blue Partner:" FB members can earn and spend miles on PG flights.
Personally, I would welcome their entry into SkyTeam: more possibilities for folks like me, who achieve elite status from qualifying segments.

Agreed. They always welcome to join the alliance. It will great addition. They will able earned the miles. They will have redeem miles, codeshare partners and interline baggage agreements.
