Why is there not a single SkyTeam lounge at Vancouver YVR?

Anyone heard updates on when this might be opening, and where it will be located within the terminal?
I assume it will be international only, with no access for US or domestic passengers; SkyTeam doesnt operate any domestic flights in YVR, and the cost to operate a separate lounge just for Delta would be unattractive to the rest of the SkyTeam partners.
This is fantastic news in general, though. The Plaza Premier lounge in YVR is one of the most pathetic shared lounges out there; the food choices are weak, and the wines are basically undrinkable.
(I assume that last part is partially BC's fault for their insane protectionist ~100% wine import tariffs, though, so it may be wise to set expectations accordingly for the new SkyTeam lounge as well.)
