Well the confusion is in many airlines around the world they really rarely do upgrading unless they are overbooked in economy. Such is the system with china airlines. So i did not consider i might be confusing people where in the us you can get upgraded if there are empty seats.

Well update they moved the flight from a a320 size to an a330-300. I asked yesterday what the flight was like and they said the flight in economy and premium economy was fully booked. I asked is it likely they will try to sell more economy and upgrade due to overbooking. She said they wouldn't sell anymore economy even though business and first class is 90-100% empty.
