One-Way Charge in FL?

One-Way Charge in FL?
Last time that I rented a vehicle in Orlando, I mentioned that I originally wanted to return to TPA, but the cost was higher. The agent at MCO said it should be the same, as there is no one-way charge in the state. However, looking at Dec a car picked-up and returned to MCO is $43/day, but returning to TPA is $73/day. I guess there is no "one-way drop-off fee", but the rate being almost twice as much, sounds like it is built in to that. Anyone know about this?
