Top of UOB Plaza - Si Chuan Dou Hua Restaurant, and there is also a free observation deck in the middle of UOB Plaza as you need a change of elevators to get to the top.

Top of Orchard Road

The views from the Salt Bar and Grill were pretty good. Orchard ION.

For a little bit more of nature, I went to Kent Ridge Park canopy walk to take a look.

This video gives you a good idea of what I saw, standing high up amongst the canopy of trees.

That is a good question.

Yes, anyone can access the common corridors and stairwells of these flats. I took these videos from common areas that anyone can access.

Go to a tall public housing flat in Singapore and the vast majority of these type of flats allow anybody to access to the top floors. Certain exceptions would be Duxton Place (Tanjong Pagar), where you can still enter but you must pay a fee if you are not a resident.

Here is another video, this time from almost 40 storeys, western Singapore.
