Is it possible to get a Singapore visa at arrival, i have a friend, who has a Chinese passport wants to go to Singapore next week. the processing time for visas in the US is 5 business days, dose anyone know a faster way?

Your friend should use telephone to check with Singapore Embassy in the USA, to be absolutely sure. Note that without visa, he may or may not be allowed to board plane in USA, esp if a US-based airline.
interesting, i looks like the visa waiver thing is only for people transiting on to the PRC, and my friend just wants to join me for a short MR. I wonder if he can get a refundable fare to China, show them that at immigration, cancel the ticket and come back to the US on the original MR flights.

Maybe, but be careful. What your friend needs to do is to purchase a ticket with a "triangular" routing (eg SFO/SIN/SHA/SFO) to show Sing Immigration, but actually fly a MR that is in effect SFO/SIN round trip. In any case just remember that Singapore really is a law and order type country. You don't want the computer to record some sort of irregular situation; your friend might be able to leave no problem but if he ever came back to visit there might be an issue (especially if PRC passports are coded with the individual's permanent citizenship identity numbers). Sing government is decidedly not casual when it comes to rules.

Hmm, I'm fairly certain there are is no entry visa requirement for EU citizens to come into Singapore, ie you just come with your passport. Americans can come in visa free and get 90 days, I presume you would have a minimum of 30 days.
Problem is that I've been looking at the Singapore Immigration and Customs Authority website and I can't see where this is confirmed... sorry. But I feel quite confident that you would be able to enter as a tourist without any other documentation needed beyond your passport.

IIRC, the ICA website only lists the countries whose nationals require visas for S'pore. Essentially, if you are a national of a country which is not listed as requiring visas for S'pore, it is understood that you do not need a visa.
Nationals of Germany and other EU member countries do not require a visa for S'pore. Even the newish EU members like Romania, Bulgaria and the Baltics are exempt. In fact I recall that all of Europe including Turkey, Iceland etc. outside of CIS do not require visas for S'pore.

German citizens do not need a visa for Singapore for a stay of up to 30 days. You will usually get a 30-day permit if arriving by air. When arriving by sea or land, you usually receive a 14-day permit unless you specifically ask for 30 days.
Same goes for all other EU nationalities and most of the rest of Europe (the exceptions being Russia, Belarus, Moldova, Georgia, Armenia, Azerbaijan and the Ukraine, whose nationals require visas).
