The Private Room is only for those departing and connecting to SQ F class.
The First Class lounge is for those connecting from First Class on Singapore Airlines, those flying First Class on Star Alliance partners, PPS members, etc.
You are allowed one guest into the first class lounge as a First Class passenger, but not into the Private room itself.
FAQ:
Q1: Hi, is there an official site with access rules for the TPR?
A1: There’s no official site other than stating the Private Room is for SQ F.
Q2: I'm flying XXX - SIN in First class and then SIN - YYY in Business/Economy class. Will I have access to TPR based on my inbound First class ticket?
A2: The ability to use TPR on arrival, and when connecting between flights is unpublished, but was mentioned in a Q&A session with Singapore airlines in 2017.
Just show your inbound boarding pass and be departing same day, or overnight, and you’ll be welcomed in.
So do not throw out your inbound boarding pass!
Q3: Where is The Private Room located?
A3: Terminal Three, After Customs & Immigration, Level 3 Near to Gates A. It is accessed which through the main SilverKris Lounge.
Q4: When is it open?
A4: It is open whole day, except for a brief closure from 0230 - 0530 hours.
Q5: Is it open to other first class passengers?
A5: Passengers traveling in First Class on Star Alliance partner airlines, such as Lufthansa to Frankfurt, SWISS to Zurich (or the now discontinued United to Hong Kong/ ANA to Tokyo) are not permitted to use this lounge.

Right, TPR access on arrival requires onward connecting flight. SIN SKL access on arrival is also available for PPS status passengers regardless on onward connecting flight.

Hello. I'm on F from AKL to NRT with an overnight in Singapore. It's all in one ticket and I plan to go to the city to sleep, but can I go to the Private Room upon arriving from AKL even though my next flight in F doesn't leave until the next morning?

Thanks Mr Kiwi. Do you know between which hours of the early morning it's typically closed or does it vary? Haven't been in there at those sorts of hours but will have to be soon.

The 3 AM arrival from NRT counts as a "new day"? Might head to the lounge grab breakfast, then head out to SIN, then come back on my coach ticket.
I presume this is valid up to 11:59 PM same day departure on seperate revenue Y ticket
Secnario A
A Passenger boards SQ232 from Sydney to Singapore in Suites. He has a connecting flight to London booked on a separate ticket in Economy Class within 6 hours on SQ306. He does not have any status on SQ or any star alliance airline. What lounge will he be entitled to in Singapore and why is it the case?
SQ Rep: The passenger will be entitled to The Private Room Access in Singapore on virtue of the inbound flight in Suites on SQ232. Onward flight in this case does not matter as the highest class of service on the day is Suites and the lounge access is as specified.

Considering I'm budgeting s$10k for the holiday, it would seem crazy to try and 'save' s$135 and then end up with immigration problems on the outgoing flight ... right? Any sane person would pay the money right?

Should be fine. This will be the first time we are flying F but I read enough on FT from experts that you can access TPR if in transit in SIN as long as your have your onward boarding pass in F class. Hubby and I will be flying from DPS-SIN in C but onward flight from SIN-SFO is in F with overnight transit/layover in Singapore. We plan to go to TPR on arrival to have a meal and then stay at a hotel in the city and have breakfast at TPR the next morning before our 9am flight.

If you are flying SIN-SFO in F via HKG where SIN-HKG is in J (F not an option), can you still access TPR at Changi?
NB The F HKG to SFO is on 77 - not suites. Is TPR for suites only?

So, for those that are planning or have already stopped in at TPR on arrival, with an overnight layover, what do you do with your luggage? Does this only work if you check your bags through? I'm flying SFO-HKG-SIN on one PNR, 24 hours in SIN, then SIN-AKL. All in first/suites. I'll be asking to check my bags through when I check in at SFO, so then no problem, but otherwise I have to pick them up. So, then no TPR, right?
