I am meeting someone coming in at 0700 and I arrive 11am.
where is best place to meet after customs clearance?
should they wait prior to immigration/customs??

I recommend the Sheraton airport hotel. It's between the airport and the train station.

Where are you and the someone coming from? Flights from different parts of the world arrive in different concourses.
good point. one person is coming on KLM from delhi and other from NWA flight from minneapolis.
is sheraton lobby close by for someone with trolley/ 2 bags

Before customs. If lounge access is a possibility, lounges abound. If not, there's more than enough to keep anybody occupied on the air-side of Schiphol for four hours. You can eat, shop, drink, rest, shower, gamble, watch airplanes from the observation deck, you name it.

The meeting point probably depends on whether there is any checked luggage involved. The early arrival, at 0700, can wait air-side and be amused for some time by all of the options available, AS LONG AS that person does NOT have to go to baggage claim to pick up a piece of luggage. In that case, the most convenient meeting point is probably right in front of the Holland Casino, between the E and F gates. And if the early arriving person wants to just get a couple more hours of sleep after an overnight flight, there is also a relaxing "quiet area" located directly above the Casino on the upper level air-side.

However, if there is a bag involved which must be claimed, I would suggest that the early arrival proceed immediately through immigration, claim their bag, and then you must clear the Customs area. But then you will find yourself in a virtual "shopping mall" located on the lower level land-side, and again there will be several options to keep someone occupied, if they enjoy shopping or even window shopping. There is also a comfortable, but a bit expensive, bar located right outside of the Customs area which makes a good meeting point. And if you need to buy train tickets for the journey to your final destination, that can take up some of the waiting time also. Unfortunately, I am not aware of any place to sleep once you get land-side (except in a hotel room!)
If I have 4 hours to kill in AMS, I'd go into the city instead of sitting around at the airport.

That's not a solution for everyone. SOme people need a visa to get into the city. We don't now if these two people are merely transiting through AMS or are arriving for a stay in AMS.

If s/he wants to meet AFTER customs/immigration, you have to assume they are not just transiting . So it sure sounds to me like they are staying in AMS.

might i suggest "the meeting point" in Schiphol Plaza? Is a big red and white stack of blocks that is called "the meeting point." Cant miss it and all baggage claims exit to schiphol plaza.

While the 7am waits for you there is plenty of food establishments, as well as enough shops to keep you busy.

I was just going to recommend that. I use it all the time. If they are coming via train, its right at the top of the escalators from the train station, and if they are driving, its just inside from the skyway to the parking ramp.

There's seating around it and its impossible to miss.

You maybe right that they only want to meet after customs and immigration. But the OP did ask about both, before and after customs. Its best not to make assumptions, unless you are capable of mind reading. .

Both options have been offered. Your assumption was that they might only be transiting.

The page 1 arrivals map shows all the shops and restaurants in the big open area that is the ground floor (outside of customs). The restaurants labelled C and D, which are a Burger King and a Pronto, have seats. You might want to shop around for a while, and then set an approximate meeting time at the Burger King or Pronto, because you can simply have a seat there, and nurse a coffee (which you can get at Starbucks or the Segafredo coffee bar, letter H)!
