I am not versed as to restuarants, or hotels, but you should know that BRU has one of the nicest airport shuls around (excepting TLV and JFK terminal 4)
It is fully stocked with siddurim, seforim and even "parshat hashavua" pamphlets from Israel.
You can spend a few hours there with no problem. It is airside on the second floor but you should easily find it in the airport directory

There is a huge frum community in Antwerp. Brussels has a large community but the frum are mainly based in Antwerp. Antwerp in only 30-45 mins away and you will find everything you need. There are a few places to eat in Brussels but the kashrut will not be as good or Mehadrin like in Antwerp. With 24hrs to kill i'd advise you to go into Antwerp.

There is a milky cafe called Da Bruno near EU headquarter. Also a meaty restaurant with take-out shops called Pilpelim (if I recall correctly) in southern suburb--reachable on a tram. I believe both are under Rabbi Chadad's local hechsher. Aside from main central synagogue (which I doubt is open during the week), there are a bunch of miniyanim spreadthroughout.
