Conflicting news regarding Umrah/Hajj Visa fees

One news site says cancellation of fees permanently, other says only for this year and applicable for future years on repeat visitors in same calendar years.

On another note, a US citizen friend in Bahrain inquired about a visa, and was told the new fees did not apply to multiple entry visas for US citizens, which remain at 400 riyals for up to 5 years. If this is true, it is quite a relief, as the new fee is 8000 riyals for 2 years.
